In his address, Colin Steele gives us a whirlwind tour of the Australian and UK Open Access landscape. He starts with some feedback on the Australian Innovation Report, which had some heartening breakthroughs by government to ensure the public access and flow of government funded research. Next he addresses the problem of tens of billions of dollars being spent globally each year by publicly funded bodies on creating, acquiring and distributing research knowledge, with very little spent on analysing cost benefits nor the returns to the public investment. Colin then discusses two studies that took place in Australia and the U.K in 2006 and 2009 respectively, that try to gather data to address this matter. The first, Research Communication Costs in Australia, Emerging Opportunities and Benefits, sought to identify and quantify all the costs associated with scholarly communication in Australia, and explore the potential benefits of enhanced access to research findings.  The second, called the JISC 2009 UK Report was titled Implications of Alternative Scholarly Publishing Models: Exploring the costs and benefits. He closes with some recommendations for the South African context, as well as a short case study on ANU’s e-press initiative.
